W’loo police arrest man who stole car, CD’s

The Waterloo Police Department investigated the theft of a 2000 Ford Mustang and approximately 257 music compact discs from inside the stolen vehicle. This crime occurred on August 27, 2008 at approximately 03:30 AM in the Village of Waterloo. Through this investigation the following arrests were made:Khamkeo S. Khounpachamsy age 19 of 61 Church Street Waterloo NY, 13165 was charged with Grand Larceny in the fourth degree and Grand Larceny in the third degree. It is alleged that Khouonpachamsy stole the Ford Mustang with another juvenile and drove it around the Village of Waterloo until the car ran out of gas. Before leaving the vehicle along side the road, Khouonpachamsy stole two compact disc cases which contained approximately 257 music compact discs with a value of $3,855.00. Khounpachamsy was arraigned in the Village of Waterloo Court before Judge Geary where he was committed to the Seneca County Correctional Facility in lieu of $10,000 cash or $20,000 bond. A 16 year-old male was also charged with Grand Larceny in the fourth degree and Criminal Possession of Stolen Property in the third degree. It is alleged that this male also stole the Ford Mustang and drove it around the Village of Waterloo. At the time of his arrest, the male had the key to the Mustang and the stolen compact discs in his possession. He was arraigned in the Village of Waterloo Court before Judge Mattoon where he was committed to the Seneca County Corresctional Facility in lieu of $2,500 cash bail or $5,000 bond. A Stay Away Order of Protection was issued on behalf of the victim.
