Corning man jailed, owes over $14K in child support

Schuyler County Geoffrey Rossi reports that on Tuesday William L. Hall II of Corning appeared in court on a Schuyler County Family Court warrant, arising out of accusations of failure to pay child support. Hall was arraigned before Family Court Judge Dennis Morris. At the request of Assistant County Attorney Steven Getman, Hall’s bail was continued at $500.00 cash or $1000.00 bond. Hall has made bail and was released. Hall is to appear before the Steuben County Family Court at a later date for further proceedings on the alleged violation. The case was transferred to Steuben County because Hall is alleged to owe child support payments to that county’s department of social services. Court records indicate that Hall owes $14,176.44 in back child support under a prior court order. Under New York State law, a parent’s failure to pay court ordered child support constitutes prima facie evidence of a willful violation. If no payments are made, the burden shifts to the parent to show credible evidence of inability to make payments. If a willful violation is established, the respondent parent may be subject to garnishment of property, loss of business or recreational licenses and probation or incarceration. The county attorney’s office represents the Department of Social Services in prosecuting child support cases brought in the family court by that agency. In addition, the office provides support collection services for eligible custodial parents seeking assistance in establishing and enforcing orders for child support. The Schuyler County Attorney’s office was assisted in the prosecution and presentation of the case by employees of the county’s child support enforcement unit. Court records, news stories and police reports may not contain all facts of a case and respondents are presumed innocent until proven guilty in a court of law.
