Seneca Co Sheriff’s Office welfare fraud round up

On August 11 & 12, 2015, Investigators from the Seneca County Sheriff’s Department Criminal Investigation’s Division and Seneca County Sheriff’s Department Welfare Fraud Unit, conducted a county wide sweep and arrested numerous suspects wanted on warrants for various welfare fraud charges. Arrested were;Melissa B. Alongi, age 32 of 48 Seneca Road in Seneca Falls for Offering a False Instrument for Filing in the First Degree. Joshua D. Norcott, age 27 of 48 Seneca Road in Seneca Falls for three counts of Offering a False Instrument for Filing in the First Degree.Roy R. Button, age 34, a level 2 sex offender, of 192 Ovid Street, Lot #25 in Seneca Falls for 3 counts of Offering a False Instrument for Filing in the First Degree, Welfare Fraud in the Third Degree and Grand Larceny in the Third Degree. Button received $13,686.57 for which he was not entitled to receive. Cassandra L. Stage, age 29, of 192 Ovid Street, Lot #25 Seneca Falls for 2 counts of Offering a False Instrument for Filing in the First Degree.Joseph A. Chiarilli, age 52, of 2316 Poormon Road, Fayette for Offering a False Instrument for Filing in the First Degree, Welfare Fraud in the Fourth Degree, Grand Larceny in the Fourth Degree and Misuse of Food Stamps. Chiarilli received $1,890 in benefits for which he was not entitled to receive.Angela M. Cuffe, age 32 of 72 Fitch Avenue in Auburn for Welfare Fraud in the Third Degree and Grand Larceny in the Third Degree. Cuffe received $4,119 in benefits for which she was not entitled to receive.Christopher M. Feagle, age 31 of 22 Clark Street in Waterloo for Offering a False Instrument for Filing in the First Degree.Charles F. Pane Jr., age 25 of 469 Waterloo-Geneva Road in Waterloo for Offering a False Instrument for Filing in the First Degree, Welfare Fraud in the Fifth Degree, Petit Larceny and Misuse of Food Stamps. Pane Jr. received $803 in benefits for which he was not entitled to receive.Brandy J. Paulk, age 44 of 2 Seneca Road in Seneca Falls for Offering a False Instrument for Filing in the First Degree, Welfare Fraud in the Fifth Degree, Petit Larceny and Misuse of Food Stamps. Paulk received $154 in benefits for which she was not entitled to receive. Christy A. Ross, age 33 and Jason K. Springett, age 34 of 7598 State Route 414 in Ovid. Both were charged with Welfare Fraud in the Fourth Degree and Grand Larceny in the Fourth Degree. Ross and Springett received $2,984 in benefits for which they were not entitled to receive.Samuel Ruocco, age 57 of 9523 Caywood Road in Lodi for 2 counts of Offering a False Instrument for Filing in the First Degree, Welfare Fraud in the Fourth Degree and Grand Larceny in the Fourth Degree. Ruocco received $2,060.50 for which he was not entitled to receive. Clara A. Smith, age 46 of 2119 Water Street in Ovid for Offering a False Instrument for Filing in the First Degree, Welfare Fraud in the Fourth Degree and Grand Larceny in the Fourth Degree. Smith received $2,757.36 in benefits for which she was not entitled to receive.All parties were arraigned in Waterloo Village Court before Judge Struzik and were released on their own recognizance except for Joshua D. Norcott who was committed to the Seneca County Correctional Facility in lieu of $5,000 cash or $10,000 bond.Those arrested will receive mandatory sanctions where they will not receive benefits ranging from 6 months to eighteen months.For the year of 2015 Seneca County Welfare Fraud Investigators and Criminal Investigators have charged 21 people for various charges of welfare fraud. To date the grand total for welfare fraud to be repaid through court restitution and administrative sanctions and the cost savings to taxpayers is $78,081.19.Seneca County Investigators continue to aggressively investigate various types of welfare fraud throughout the county. More arrests are pending.The Seneca Falls Police Department and Waterloo Police Department assisted in the Round Up.
