Seneca Supervisors honor employee, approve fleet management service (full meeting video)

The Seneca County Board of Supervisors meeting started with recognition of an employee who first started working for the county when President Ronald Reagan was in office.

While Sharron Pinckney spent three years away from the county, her decades of service outlasted most who have been employed by Seneca County.

The Penn Yan resident, who serves as the Coordinator of Victim Witness/Domestic Violence Program in Seneca County, will have a room dedicated in honor of her service at the new Seneca County Health building when the facility is moved from its current location — to the former BonaDent facility.

Pinckney said that it’s time for the “next phase of her journey.” She noted that running for justice in Yates County was among the things she wanted to accomplish in the next phase of her life.

Seneca County Fire Coordinator Jeff Case expressed his concerns with the drought. He noted that residents needed to utilize extreme caution moving forward, even with rain in the forecast. Several local, small fires have been reported and handled by area fire departments.

A few supervisors questioned whether a ban on open burning would be necessary or useful. However, he noted that since farms and camp sites are exempt from any such move — it would do little to actually prevent fires.

Fayette Supervisor Cindy Lorenzetti read a letter from a constituent of hers, who was concerned about del Lago Resort & Casino electing to hold an information session on dealer jobs at the casino in Wayne County, instead of the southern portion of Seneca County.

Lorenzetti pointed out that she had reached out to members of the del Lago team, who were willing to hold an information session in a community at the southern end of Seneca County. She asked the supervisors to come up with a location, in the southern portion of the county — where a session could be held.

A date and location has yet to formalized.

The item that drew the most debate at Tuesday’s meeting involved a contract, which was ultimately awarded to Enterprise Fleet Management.

When the resolution to award the contract to Enterprise came up, Seneca Falls Supervisor Greg Lazzaro immediately made a motion to table, which was quickly seconded by Robert Hayssen.

Fayette Supervisor Cindy Garlick-Lorenzetti, Junius Supervisor Greg Wadhams, Seneca Falls Supervisor’s Greg Lazzaro and Steve Churchill, and Varick Supervisor Bob Hayssen all voiced concerns with Enterprise, or the process that the board went through to get to this point.

Supervisor Lorenzetti pointed out that even with the recent sessions they have had to clear up questions — she still had multiple unanswered questions remaining about both potential contracts.

Supervisor Churchill voiced concerns about actual savings, noting that the savings of the plan might not match expectation.

The motion to table was defeated 450-300 with Lorenzetti, Wadhams, Lazzaro, Churchill and Hayssen voting in favor of tabling.

The actual resolution carried by the same margin, with Lorenzetti, Wadhams, Lazzaro, Churchill and Hayssen voting ‘no’.

Seneca County will now enter an agreement with Enterprise to have county-owned vehicles managed under a fleet management agreement.

In other action from Tuesday’s meeting:

– Little change in department budgets expected, according to County Manager John Sheppard. The County is moving through the department budget process, which he says is between 50-60 percent complete.

– It was announced that del Lago Resort & Casino will be providing the Seneca County Board of Supervisors with an update at September’s regularly scheduled board meeting, which is set for September 13, 2016.

– Lodi Supervisor Lee Davidson suggested that the personnel committee take a look at salaries in Seneca County at their next standing committee meeting, scheduled for the end of August. With the loss of employees in recent months, Davidson said that it’s time for the county to take a closer look at their salary structure to ensure that they remain competitive.
