How times have changed. When Edwin “Whitey” Williams started his career on the bench in Manchester, marijuana possession was a misdemeanor, not a violation; there were no computers programs or even court clerks to handle the piles of paperwork; and a late-night arraignment could be done inside a police car parked in front of his house.
