Two arrested on drug charges after traffic stop in Ithaca after rider in car seen hanging out window

On September 22nd at about 8:35 pm, Deputies observed a 2012 BMW traveling north on State Route 13 near Third Street in the City of Ithaca.

They reported that a young male was hanging out the window vomiting, and the vehicle was traveling at a high rate of speed for conditions. When the deputy attempted to stop the motorist, the driver accelerated and failed to yield to an emergency vehicle. The vehicle was eventually stopped in the parking lot of the Quicke Shop and the Department of Motor Vehicles.

Once stopped, some of the occupants inside the vehicle were not cooperative with law enforcement. Subsequent to an investigation, deputies identified the driver as David C. Abbott, 28, of Ithaca. He held a revoked driver’s license with nine suspensions and revocations. He was also found to be in possession of marijuana.

Another occupant inside the vehicle was identified as Alvonsey L Manigault, 17, of Elmira and he was found to be in possession of cocaine.

The subject hanging out the window was reportedly injured from an unrelated incident and was transported to Cayuga Medical Center for treatment of non-life threatening injuries.

Abbott was charged with aggravated unlicensed operation second degree, unlawful possession of marijuana, unreasonable speed, and failure to yield to an emergency vehicle.

Manigault was charged with criminal possession of a controlled substance in the seventh degree. Both subjects were issued appearance tickets and are set to appear in the City of Ithaca Court on October 12th, 2016 at 11:00 am.
