Earl Martin has asked if he can lease 7,000 acres of the former Seneca Army Depot for three years before buying it from the Seneca County Industrial Development Agency. That proposal was not on the agenda for Thursday’s meeting of the IDA Board of Directors. But under “other business,” IDA Executive Director Robert Aronson told board members of the request, which appeared to be news to most of them. IDA attorney Robert Halpin said he has prepared a draft lease agreement for Martin and his legal counsel, calling on him to lease the 7,000 acres for up to three years.
