Fund balance dominates Wayne budget talks: Why will taxes rise with $52 million available

Wayne County supervisors spent a good amount of time last week debating how much money they should use from a hefty fund balance to hold down taxes in the 2017 budget. Consensus wasn’t easy to come by. In a special session last Thursday, Wayne County Administrator Rick House, who also serves as budget officer, and Ken Blake, the county’s fiscal assistant and deputy budget officer, presented some options as to how to pay for a proposed $138.3 million budget.
