The Cayuga County Water Quality Management Agency passed a set of manure management guidelines for all the watersheds in the county at its meeting Thursday morning, though no members seemed satisfied with the outcome.
“Now, it’s been said that a consensus means that everyone agrees to say something collectively that no one believes individually,” said Nick Colas, principal GIS analyst for the county planning and economic development department. “That might be an overstatement, but I never knew how much truth there was to it until this project. We discussed, deliberated, debated this project as much as we can. We have taken this document as far as we can.”
