The stakes will be high as three Southern Tier communities present their respective revitalization proposals to a panel in a closed-to-the-public presentation at Binghamton University next week, each vying for $10 million in state funds for a downtown remake.
Endicott, Watkins Glen and Ithaca have been selected as the three finalists in the Southern Tier region for the second and final round for the Downtown Revitalization Initiative, a state program designed to restore vitality to beleaguered upstate cities.
This will be a repeat performance for Watkins Glen and Ithaca, two communities that lost in last year’s initial competition. Elmira was designated the first recipient of the largesse and projects in the Chemung County city have already come off the drawing board and are well into the development process.
For Endicott, which has suffered a severe decline following the severe contraction of IBM Corp. operations in the village over the past 20 years, it will be the first time presenting to the panel.
