Cayuga County Probation Department worried over ‘Raise the Age’

Cayuga County Probation Director Jay DeWispelaere is worried about his department’s ability to comply with new state legislation coming down the pike called “Raise the Age.”

The law and draft regulations could add nearly 100 cases to his department’s workload, and add services his staff are currently not certified to provide.

Already set for the 2018 budget, the legislation raises the age of criminal responsibility from 16- and 17-year-olds to 18, according to the state’s website. The program will require special detention facilities for young people, rather than housing them in jails and prisons. Those who commit non-violent crimes could also receive mental health treatment and other intervention services.

The changes will take effect for 16-year-olds starting Oct. 1 and for 17-year-olds the following year.
