A Clifton Springs man was charged with driving while intoxicated after a complaint was filed with the 911 Center that a driver was slumped over the wheel of a running vehicle in Phelps. A Lyons woman was charged with driving while intoxicated after a traffic stop on Mott Rd. in Phelps.
