On February 4th the Waterloo Police Department arrested Chelsea Ticer, age 26 of 336 East Main Street in Waterloo, on a warrant for forgery 2nd, forgery 3rd, falsifying business records, and petit larceny. The charges stem from allegations that Ticer went to a Waterloo Business on two separate occasions in January 2015 and modified official business documents to defraud the business of money. She was arraigned in Waterloo Village Court and sent to jail on $500 / $1000 bail.
