CCC works on contracts before issuing funds from state’s $600,000 Owasco Lake grant

Confusion has run rampant as to where the state’s promised $600,000 for Owasco Lake is, and how it’s being administered. The confusion resurfaced Tuesday at an Owasco Lake Watershed Management Council meeting when members couldn’t understand why John Halfman had not yet been paid.

Halfman, a professor at the Finger Lakes Institute at Hobart and William Smith Colleges, emailed the council letting them know he had not received funds for his work deploying and monitoring a buoy on Owasco Lake last year. The project was supposed to be funded by the state’s $600,000 grant towards the Owasco Lake Enhanced Watershed Action Plan.
