Late New York budget gets later as talks drag on

The state budget is officially late. Gov. Andrew Cuomo and top state lawmakers were unable to pass a budget before the start of the state's fiscal year, which began at 12:01 a.m. Saturday.

In fact, it wasn't even close. The contentious budget negotiations dragged well into Saturday, with Cuomo and lawmakers appearing to be close in on an agreement in the afternoon on criminal-justice reforms — a major sticking point in talks.
