LANDFILL: DEC welcomes public comment for permit renewal

The Department of Environmental Conservation has set a date for public comment regarding Seneca Meadows landfill’s permit renewal application.

According to the DEC, Seneca Meadows has submitted a permit renewal application to continue operations within the currently approved Part 360 permit. The permit is not for any kind of expansion at the landfill, but Seneca Meadows is requesting a modification, which proposes the addition of the existing Waste Tire Processing Facility, storage and processing, to the facility’s Part 360 permit as newly required by the DEC. The current waste tire facility accepts 7,000 tires per day for recycling and use in the landfill for drainage systems and other components, and stores 200,000 tires. There are no changes being proposed to the Waste Tire facility operations.

A public comment hearing will be conducted in two sessions at 3 and 6 p.m. on Thursday August 10th at the Douglas Avery Performing Arts Center, Mynderse Academy, 105 Troy Street in Seneca Falls.

“All comments submitted in writing by August 18, 2017 or verbally at the August 10, 2017 public comment hearing will be considered by DEC as it evaluates renewal of the permit,” Linda Vera, DEC public participation specialist, said. “A Responsiveness Summary will be provided by DEC once all comments are received and fully evaluated.”

Each speaker will be allowed 3 minutes to voice his or her comments. The DEC recommends lengthy comments be submitted in writing.

Seneca Meadows has applied for a 10-year permit, Vera said, which is the maximum duration allowed under regulation. The landfill has provided an odor control report with their permit application.

“All permitted Solid Waste Management Facilities are required to effectively control odors so that they do not constitute nuisances or hazards to health, safety or property,” Vera said. “SMI has prepared an Odor Control Summary Report in response to DEC’s request to document their recent efforts to control odors and measures to be taken to control odors going forward.”

Vera said the report is available for public review on the Seneca Meadows website.

If the permit is denied,Vera said operations at the landfill would have to cease.

“Seneca Meadows, Inc. (SMI) is required to maintain a permit under 6 NYCRR Part 360 Solid Waste Management Facility regulations in order to continue operation of the landfill,” she said.
