DEC plans changes to wastewater treatment plant permit

The New York State Department of Environmental Conservation (DEC) seeks public comments on the proposed renewal of the permit that regulates the discharge of fluids from the Penn Yan Municipal Sewage Treatment Plant.

The state is proposing changes to the permit requirements related to disinfection, compliance, monitoring effluent toxicity, submittal for infiltration and inflow and a stormwater pollution prevention plan.

The plant’s current SPDES permit became effective on Feb. 1, 2012 and has an expiration date of Jan. 31, 2017. The village applied for the renewal in September, around the time of a spill from the facility that resulted in treated sludge begin discharged into the Keuka Outlet.
