Three Palmyra mothers, reeling from an unthinkable loss, are now fighting to be heard.
Carol Bauer, Elaine Hartnagel and Nancy Lewis and are the mothers and grandmothers of 17-month-old Curtis Rizzo and 15-year-old Cindy Lewis.
Chad Campbell was 15 years old when he confessed to killing both of them in 1990.
Because of his age, Campbell was given the maximum sentence of 18 years in prison. Next month will be the sixth time he has been up for parole.
The victims' mothers say the system needs to change in a number of ways.
Two years goes by pretty quickly for most people. So imagine having to relive your child's murder in that span of time to keep the man who committed the crime locked up.
"It's always on your mind," said Carol Bauer, Curtis' mother. She has lived with the loss of her baby boy for 27 years.
Every two years for the last decade, Bauer faces the possibility that the man who killed him could go free and return to his home on the same street where she and her family still live.
