For homeowners like Doug Dobson, who heads the Crescent Beach Neighborhood Association, it’s a wait and see game. He can only watch as the waves of Lake Ontario whip against his concrete deck. He says his deck would cost about $40,000 to repair.
Meanwhile, the American Red Cross has declared the rising waters an emergency. Volunteers helped load sandbags and giving out clean kits.
